Camp 5 Commanders, C5C, the former administrative headquarters of the Movement for the Emancipation of the Niger Delta, MEND, have in a note of felicitation congratulated Chief Dennis Otuaro PhD on his recent appointment as Administrator of the Presidential Amnesty Programme, PAP, by the President Bola Tinubu administration.

The C5C in their message signed by some of the group top echelons namely Commanders Josiah Oyakonghan aka Oyimi 1, Peter Ekpebide aka Fire-Burn, Thompson Igere, Peremor Ekpesegba, Dennis Kpadia, Warri Tebela, and Mathias Sologidi aka Sera Mike, also applauded President Tinubu for his bold move in appointing Dr. Otuaro in what they claimed is a correction of the "lopsidedness of that position".

In extension, the group also appreciated High Chief Dr. Government Ekpemupolo aka Tompolo who they said his robust relationship with President Tinubu is yielding positive contributions to the Niger Delta and Nigeria at large especially in boosting oil production, and promoting peace in the region.

Part of the message reads: "The appointment of Chief Dennis Otuaro PhD as the PAP Administrator is a timely and accurate decision made by President Tinubu. It has brought the lopsidedness of that position which some of us in recent times have relentlessly clamoured for to correct. But finally, God in His infinite Mercy has done it. More overwhelming and heartwarming is the person of Dennis Otuaro because he was someone who played a pivotal role during the Niger Delta struggle.

"As ex-agitators and ex-commanders, our joy of his appointment knows no bound. We pray to God Almighty to give him wisdom to guide PAP to see that his reign in the helms of affairs of the programme became the best since inception.

"We also use this medium to commend President Bola Ahmed Tinubu GCFR for his magnanimity, for his all inclusive style of governance devoid of regional bigotry as some past administrations brazenly displayed not minding that federal character is the nexus upon which Nigeria's unity is built.

"We want to sincerely thank his Excellency President Bola Ahmed Tinubu for this audacious and timely appointment. We have observed since your assumption as President, the lopsidedness of appointing people into offices is now a thing of the past. We thank you for appointing our colleague, our brother for this enviable position.

"We also extend our appreciation to High Chief Dr. Government Oweizide Ekpemupolo aka Tompolo for being a true leader. His robust relationship with his Excellency President Bola Ahmed Tinubu and contributing his quota in terms of security in the Niger Delta region thereby boosting oil production, peace and tranquility.

"Lastly, we urge the presidency to give Chief Dennis Otuaro PhD the free hand to operate to enable him bring his expertise to uplift the programme to its original standard."

It would be recalled that President Tinubu approved the appointment of Dr. Otuaro, who holds a PhD in Comparative Politics and Development Studies, an MSc in Public Administration and a BSc in Education, as the Administrator of the PAP on March 14, 2024. Before his appointment, Dr. Otuaro was a top-level executive of the Niger Delta Development Commission (NDDC).
